Is Penske Racing waiting for Busch to sign before hiring driver?

When Kurt Busch and Penske Racing mutually agreed to part ways following the incidents at Homestead many noticed there was a lack of quality replacements. The trio of drivers believed to be at the top of Penske?s list included David Ragan, Brian Vickers and David Reutimann however none may be as good as the driver that Busch eventually replaces.
David Ragan broke into the win column this year with a win at Daytona in July but missed the Sprint Cup Chase again and had his tenure at Roush Fenway Racing summed up as a disappointment by team owner Jack Roush.
Brian Vickers 2011 season wound up as a highlight of angst against other drivers and he vowed to be the sheriff of the NASCAR garage. Ultimately the law found himself out of a ride when his team closed up shop after failing to find a perspective owner.
