The eighth-ranked Fish was seeded second at the hard-court warmup for the U.S. Open. He pulled out Monday and is the second high-profile American who will miss the tournament. Andy Roddick withdrew last week because of a side muscle injury.
Fish reached the final at each of his last two tournaments, winning the title at Atlanta on July 24, then finishing runner-up at Los Angeles on Sunday.
He is replaced in the draw by Wayne Odesnik, who lost in qualifying. Odesnik slides into Fish's spot in the bracket and receives the first-round bye Fish would have received as one of the tournament's 16 seeded players.
